Merge branch 'changelog' into 'main'

This file describes changes in Arti through the current release.  Once Arti

is more mature, we may switch to using a separate changelog for each crate.

# Arti 1.3.2 — 7 January 2025

Arti 1.3.2 continues development on RPC,

and includes preparatory work for relay support and

service-side onion service denial-of-service resistance.

### Breaking changes in lower-level crates

- In `tor-rtcompat`, stream types now implement a `StreamOps` trait

  to provide additional operations.

  Currently, the only supported operation is `set_tcp_notsent_lowat`,

  which will be used in our [KIST] implementation.

- In `tor-key-forge`, the `Error` type no longer implements `HasKind`:

  the correct behavior for this error depends on higher-level context.

- In `tor-keymgr`, the `EncodeableKey` trait has been replaced with

  a `EncodeableItem` trait. ([!2635])

- In `tor-keymgr`, the `KeyType::Unknown` variant has been removed.

### Onion service development

- Design for integration of proof-of-work into Arti's service-side

  onion-service implementation. ([!2663])

### Relay development

- The key-manager code can now store certificates as well as keys.

  ([#1617], [!2644])

### Directory authority development

- Design for the necessary behaviors and pieces of

  a directory authority implementation.

  ([!2635])

### RPC development

- Initial implementation for RPC connect points,

  which will provide a mechanism for applications to discover where

  Arti is running, and connect to it securely.

  This implementation is now working, but not yet fully conformant

  to its specification.

### Documentation

- Clarifications to release instructions about communications surrounding

  releases.

- Update copyright statements to 2025.

### Infrastructure

- New "exclude" feature in our `fixup-features` tool,

  to avoid crates that we don't publish.

- Use internally maintained images in our CI instructions,

  to reduce pulls from dockerhub.

- Pin Python CI tasks to specific tool versions,

  to avoid surprising breakage.

### Cleanups, minor features, and bugfixes

- Suppress the new [`clippy::needless_lifetimes`] warning;

  it affects a large amount of code, and isn't a clear readability benefit.

- Resolve new Clippy warnings introduced in Rust 1.83.

- Deny the [`clippy::mod_module_files`] lint, for style consistency.

- Consolidate logic for close detection on Channels.

- Label the output of our `cbindgen` script with the version of cbindgen,

  to help detect incompatibility.

- Remove dependency from `tor-key-forge` onto `tor-hscrypto`.

- In `fs-mistrust`, improve environment-variable handling,

  document stability guarantees.

- Miscellaneous typo fixes.
