Sponsor 123: Tor Secure Access Package for USAGM [First Phase]
Each USAGM language service that chooses the Tor Secure Access Package will receive:

A Tor .onion address. A unique address specific to any entity seeking assistance shall be provided which allows users of the Tor network to access the entity website in a safe and secure fashion will be created and maintained throughout the performance period. The provision of this resource does not include any restriction on the amount of network resources utilized.

An entry point for the user to the Tor Secure Access Packages. Each individual USAGM language service will receive a custom landing page which shall include information on how to access the entity’s .onion address, the benefits of the Tor network, how it can be used to bypass internet censorship in general, and how to download and use Tor Browser including through direct download and email responders. The landing page shall be easily customizable and localized for each USAGM language service.

A dedicated Tor point-of-contact. A full time Program Manager will serve as a dedicated point-of-contact for USAGM who coordinates and manages all work, onboards and delivers training to journalists and USAGM staff on Tor, and manages the creation and ongoing maintenance of dedicated landing pages. In addition, an Onion Services Sysadmin will provide all onion service deployment, development, and maintenance for all USAGM entities including setting up onion services infrastructure for their news sites, onboarding USAGM entities onto Tor, assisting in the creation of new publicity and outreach strategies, training journalists in best circumvention practices, and supporting the maintenance of the onion services versions of their sites

Translation and localization of custom landing pages, training materials, Tor Browser Manual, and Tor Browser for chosen audiences. Each custom landing page will be localized per language service. Tor Browser and the Tor Browser manual are currently localized into 36 languages--so in many cases, no further translation will be necessary. In some cases, though, depending on the language services selected by USAGM, the translation of support materials, Tor Browser, or the Tor Browser manual may be needed. Expenses associated with translation related activities shall be incurred on a per language basis.

Training and support from Tor on censorship circumvention best practices. The Tor Project shall deliver holistic training programs to journalists and other USAGM staff on Tor. These trainings shall include but not be limited to threat modeling, organizational digital security, Tor Browser and .onion sites.

One time startup activities that will not occur in any subsequent engagement. The activities include web development of dedicated landing page templates, deployment of .onion versions of USAGM sites, localization of the infrastructure setup, supporting USAGM communications and documentation around new circumvention tools and in migrating current users to Tor Browser.
