The Tor Project can quickly verify how Tor is being blocked in target country & unblock it
In the context of the project to support users in target country, project 146, this milestone will track all the work that we will do on detecting filtering and blocking about Tor in target country. The following is the text in the Objective 2 of the project:
To achieve this Objective, we must be able to detect new instances of filtering and blocking against Tor, or changes to existing methods; investigate how this blocking and filtering is taking place; work with in-country users to test solutions in their real-life circumstances and networks; and quickly deploy user-validated solutions.
Activities to accomplish this milestone:
- O2.1 Research and implement a method to collect more accurate counts of Snowflake users.
- O2.2, Set up, run, and monitor more vantage points in-country.
- O2.3, Connect to users inside of target country to test the Tor connection and debug Tor-powered tools.
- O2.4, Monitor impact of censorship and internet filtering events.
- O2.5, Develop and deploy fixes to Tor tools when censorship disrupts access in target country.
Expected outputs:
- Proposals for more accurately counting users of Snowflake.
- Additional vantage points in target country.
- Results of in-country tests of the Tor network and usability of Tor tools.
- Results of Tor measurement tests from within target country.
- Entries in the metrics timeline of detected censorship events in target country.
- Entries in OONI explorer for tests of the Tor network and Tor Snowflake accessibility in target country.
- Changes to the Tor network, Tor tools, or pluggable transports to improve results for users.
Indicators we are tracking for this milestone:
- Number of USG-supported tools (desktop clients or mobile apps but not websites) developed or improved and released for public use. The target is 8.
- Number of beneficiaries of USG-supported tool. Number of new downloads per quarter for Orbot, TB for Android and Tor VPN. Target is 20% increase in target country.
- Number of active users of USG-supported tools. Count of number of average monthly unique active users of tools (desktop clients or mobile apps, not websites). Target is 25% increase in average monthly users from target country.\
- Number of measurement tests reported to or executed by the Anti-Censorship team inside of target country. Target is 4500 tests in total.
- Number of styles of censorship events monitored. Target is for thee styles of censorship: blocking of the Tor network, blocking of pluggable transports and blocking of domain fronting techniques.
