Tor sim timeout 24h -> 72h

It looks like the timeout starts when the job is queued, not when it's
started. e.g.
https://gitlab.torproject.org/jnewsome/sponsor-61-sims/-/jobs/39753
appears to have timed out before it even had a chance to start.
