Model non-Linux relays with `Schedulers KISTLite`
We have around 400 non-Linux relays in the live network (mostly BSD), which means they will be be using the KISTLite scheduler instead of KIST.
One way to model this is for tornettools to specify Schedulers KISTLite
in the torrc of the model relays that correspond to non-Linux in the real relay consensus.
Before patching tornettools, we can first test the effects of this as a whole by running a sim and baseline where every relay sets Schedulers KISTLite
in the torrc template.
We should also try the perfclients this way, just as a test.
