It seems that fetching data from 2h results on some bwfiles not
published yet at collector, therefore obtain the ones from 3h earlier.
Also give more time for the import command before calling report, since
import takes quite some time.

Because of https://github.com/torproject/stem/issues/76, it was needed to
delete de tar files.
