Users could extract it, open their system browser afterwards and erroneously assume their traffic is already anonymized.
I don't agree with their suggestion (note on website) and will propose a better one.
Solution Windows:
Even thought TBB is portable, you can still make a minimal installer which asks where to extract, extracts and optionally starts it.
[Firefox Portable](http://portableapps.com/apps/internet/firefox_portable) by portableapps.com has a much more intuitive installer for Windows.
If you don't want to try it, there is short [video](https://www.youtube.com/watch?v=jd_Yhhh6TqA). (Turn of the music, jump to 1:40 min Seconds and watch until 3:00 min.) The installer is Free Software and the only missing feature is optionally starting TBB.

Move to not recommend list. Has been discussed on tor-talk that it can harm anonymity.
Request Policy
Probable same reasons not to use it as for AdBlock Plus.

Remove. There is no more non tor usage.

Sentence "If you use Tor excessively, and rarely disable it" makes no more sense without toogle model.
Mike ,is safecache still recommend for people who do not close and open firefox often?

My conclusion: Disabling it entirely is ok. Disabling on a per domain base is bad for anonymity.
