1. Comment out the expired entries and leave them in the file for future reference. Might be interesting to some people who don't have access to dirauth-conf.

The first plan for the company/policies repo is to add the four policy documents that Alison sent to tor-project in July:

I'm not sure yet what documents will go in after those, but I bet we'll find some.
