For the moment, it downloads tor-mirrors.csv and makes a json from that file (sample [here](https://gitweb.torproject.org/user/ilv/gettor.git/tree/tor-mirrors?h=develop)). After #16601 this won't be necessary. A sample of the file that would be sent as an attachment to [this message](https://gitweb.torproject.org/user/ilv/gettor.git/tree/lang/smtp/i18n/en/LC_MESSAGES/en.po?h=develop) (mirrors_message) can be found [here](https://gitweb.torproject.org/user/ilv/gettor.git/tree/mirrors-list.txt?h=develop). The words 'mirror' and 'mirrors' trigger the option to send the mirrors in the email autoresponder (this is quite straightforward, I don't think it needs review).

A) Figure out how to make it smaller. What got so big about it? Do some of its components include two different archs but not need to? Is something not stripped that should be, or we have extra debugging symbo...I can imagine two options:

B) Split it into two pieces. (I don't think we need to split it into 20 pieces -- that can't be fun to download.) This would be a sad choice to make, since it adds complexity for the receiving user. But if "A" doesn't do it, then "B" is it.
Unless there's a third option we should explore?
