It is said to be stable and usable but receives no updates and ships an old tor version. Probably other changes are necessary as well, to fix possible security issues.

A WhatsApp plugable transport would therefor allow users in poverty-stricken, massively oppressed countries to have unlimited free access to information through Tor.

This will probably involve designing a new DNS-resolution SOCKS command and implementing it in Tor; Tor's current SOCKS commands are not likely to be accepted as a standard (even if they're renumbered) because they do not support most of DNS's new and interesting features.
