When using a screen reader, the button does not give any indication that the security level can be changed, or how one would do so.
My hunch is that the fix may be as simple as changing the language of the tooltip to indicate the button can be activated, which opens the Security Level panel. I'm currently waiting for feedback from the affected JAWS user to confirm this hunch.
Currently, the Security Level panel gives a short description of the current settings, as well as a button to get to the 'Advanced Security Preferences...'. I suspect the JAWS UX here is also less than ideal. The "How to Request a New Identity" button seems to register the click and release, but not do anything obvious. Only after a while did I notice that the "broom" icon seemed to be outlined in pale turquoise and pulsing. (on macOS 10.12.6; on Linux it seems to be a slightly more visible pale turquoise with a non-pulsating but more visible turquoise border)
I think this is because the location of the "How to Request a New Identity" button is too far away from the actual browser toolbar, so maybe some more obvious animation or a doorhanger should be used?
Also the graphic on the right hand side of that onboarding screen seems to be missing a few elements from the toolbar, such as the bookmark star, the Security Level shield, and the search box. It's also not obvious to me what the onion icon in the yellow circle is supposed to represent.

Simple Language add-on (string holder) extension can be easily added just for the crediting, or better idea is the next solution:
In Help -> "About Tor" dialog on the bottom before LINKS: _"Questions?", "Help the Tor Network Grow!" and "Licensing Information"_ to be added a NEW Link **"Tor Team"** or **"Contributors"** that clicking on it will redirect the user to localized page where he/she will be able to see **WHO IS WHO in the Tor Project (in General), and translators and reviewers for his/her language.
