Which is wrong, since I have enabled relay and disabled dirauth.
Looks like problem is located in commit [9c33d36113447d38decd22d177e62fb225826d78](https://gitweb.torproject.org/tor.git/commit/?id=9c33d36113447d38decd22d177e62fb225826d78).
