Create a Trac component for DocTor
Damian, should we create a Trac component for your consensus-health checker DocTor? I'd like to move #8164 (moved), #8797 (moved), and #9103 (moved) to it. Any preference how to spell the component (like, is "DocTor" okay)? Want to become the component owner?
