New functionality for TBB's Vidalia

When using a transparent proxy (such Whonix-Gateway), or when Tor is already installed, Vidalia must start Tor and only then TorBrowser starts.

Transparent proxy: even setting up the socks proxy on TorBrowser to avoid a Tor over Tor connection, Vidalia/Tor creates a useless Tor over Tor connection which must be established before TB starts.

Tor already installed: there are two Tor instances (no need). It also doubles the number of used entry points.

There could be a second start-tor-browser script (maybe separately downloaded to avoid confusion on new users) that do not start Vidalia and Tor, and just start TorBrowser.

Or there could be a new option on TBB's Vidalia to just start TorBrowser, as it is possible to do not start Tor with Vidalia.

I think the new identity function on TorButton will fail.
