Include minimal sane bandwidth requirements for running relay

TBB 3 includes link to this page and motivates people to run relay.

Problem is that majority of tor relays have very little bandwidth http://torstatus.blutmagie.de/index.php?SR=Bandwidth&SO=Asc 2/3 of relays have < 2mbits.

I suggest to include notice that to do "something" you need at least 2 mbits of available relay bandwidth in both directions.

Write recommendation to do not run relays on ADSL lines because slow upload does more harm then good to tor network. Suggest to run bridge instead.

2mbit as minimal relay requirement is nothing high, for hosted server its tiny drop of its available bandwidth.
