TBB based on ESR 24 is not working on Windows

Testing the patches in #9830 (closed) shows that TBB is starting but nothing happens and after a while the process is not visible on the Task Manager anymore.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
