Enable gzip compression for gitweb.torproject.org

Compressing resources with gzip or deflate can reduce the number of bytes sent over the network. Some pages of gitweb.torproject.org can be compressed very efficiently. For example:

Compressing https://gitweb.torproject.org/ could save 117.3KiB (91% reduction).

Compressing https://gitweb.torproject.org/https-everywhere.git/tree/HEAD:/src/chrome/content/rules could save 733.9KiB (95% reduction).

Compressing https://gitweb.torproject.org/tor.git/log could save 98.7KiB (86% reduction).

Compressing https://gitweb.torproject.org/tor.git/blob/HEAD:/ReleaseNotes could save 654.2KiB (85% reduction).

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
