Multiple ruleset library loads during startup

Mike, the current version of https everywhere in git master loads the ruleset libraries three times (!). I think that's possibly because the nsPref:changed Observer added here is firing during startup, in addition to the on-profile-after-changed event we already had. Note that this is the case even though I did this.

This is a blocker for the next dev release.

To upload designs, you'll need to enable LFS and have admin enable hashed storage. More information
