Deploy FTE as a pluggable transport in PTTBBs

This is the ticket to organize the deployment of FTE as a new pluggable transport in PTTBBs.

We need to review and audit the code before we deploy this. Then we need to include it in our next PTTBBs.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
