Tor Browser gets its own website FAQ page

Our current FAQ page has grown. Some of the entries on https://www.torproject.org/docs/faq.html.en are for Tor power-users, and Tor Browser end-users get confused by them. Making a new web page for Tor Browser questions could help slim down the page on Tor questions.

On the other hand, the wiki FAQ page at https://trac.torproject.org/projects/tor/wiki/doc/TorBrowserBundle3FAQ needs to be migrated to the website somehow. It has lots of useful information and deserves better presentation. The Tor Browser FAQ could include questions from the Short User Manual and commonly asked questions from the help desk.
