Make sure TLS session tickets are disabled in TorBrowser based on Fx 31 ESR

Thanks to https://bugzilla.mozilla.org/show_bug.cgi?id=917049 there is no preference anymore to disable TLS session tickets. We need to take care of that ourselves unless https://bugzilla.mozilla.org/show_bug.cgi?id=967977 gets fixed in a timely fashion (which seems rather unlikely)...
