Unexpected Behaviour With "Ask me every time" cookie Handling

Privacy Config: Accept cookies from site - Yes Accept third-party cookies - No Keep until - Ask me every time
To reproduce: Ensure no cookie exceptions for site: www.google.com Ensure no cookies for site: www.google.com Enable Tor and enter address: www.google.com
Google will attempt to save a cookie. The browser viewport tab reports: "Loading...". The browser status bar reports: "Waiting for www.google.com..." Firefox becomes unresponsive and all attempts to interact with the browser are met with a Windows "Default Beep".
Because Google wants to save a cookie and because the config is to "Ask me every time" a cookie confirm window is expected, however it is not visible. Behaviour is as though the confirmation dialog box exists as a hidden modal widow thus preventing any interaction with the parent (the browser window) until it's closed. Only way forward is to kill the Firefox task.
