Remove V1 directory code

There's still V1 directory code in the tor sources. If it doesn't affect the control protocol, and if it's straightforward to remove this code, we should take it out before 0.2.5.x freezes. Optimistically putting into 0.2.5.x-final. Will look into this.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
