fteproxy fails to run on Windows

Initially reported here: https://github.com/kpdyer/fteproxy/issues/120

TBB 3.6-beta2 doesn't seem to work for fteproxy on any version of Windows, appears to be a simple packaging issue.

When running fteproxy.exe from the command-line, the following is encountered:

ImportError: DLL load failed: The specified module could not be found."
To upload designs, you'll need to enable LFS and have admin enable hashed storage. More information
