Use an overridable TORSOCKS make variable

Sometimes I want to turn off torsocks temporarily. I have been doing it by editing Makefile to remove the torsocks calls, and then remembering not to accidentally commit the change. This patch makes it so you can override torsocks on the command line:

make prep TORSOCKS=

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
