Correct the anchors in users.html
The anchors in https://metrics.torproject.org/users.html are not proper. The anchors are there, but the headlines don't link to them. The user needs to inspect the user source to find the anchor name (or do some other trick I don't know of)
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
