We forgot to do a changes file for #7351
Something like:

- Support a new version of the link protocol that allows 4-byte circuit IDs.
Previously, circuit IDs were limited to 2 bytes, which presented a possible
resource exhaustion issue. Closes ticket 7351; implements proposal 214.should have gone in when we merged #7351 (moved) back in 0.2.4.11-alpha.
