Make ExtORPortCookieAuthFile settable
This option is implemented in or.h and ext_orport.c, and it's documented in the mangpage, but config.c doesn't list it, so it can't actually be set.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
