The README for ooni-backend should explain what ooni-backend is and why you want to run it

nickm reported:

I accidentally cd'd into this repo first (under the name "oonib") and I somehow got confused because the README didn't tell me what the tool actually did and I didn't notice what directory I was in.

The first heading in the readme should probably say "oonib: the ooni-backend" or "ooni-backend: a server to store data for ooni" or something. The header should explain what the tool does, and who should run it.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
