No longer loads rulesets from HTTPSEverywhereUserRules

HTTPS Everywhere 4.0 Development 16, no longer loads rulesets from XML files in the HTTPSEverywhereUserRules subdirectory in the Firefox profile directory. This makes it impossible to test new rulesets without directly modifying the rulesets.sqlite file.

This didn't happen in Development 15 or earlier.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
