Allow Tor Browser team to test custom builds

Currently, the tbb test suite is run automatically on nightly builds, and builds tagged on the git repository.

In addition to this, it would be useful to allow Tor Browser team (and maybe PT crew) to upload custom builds to their people.tpo builds directory (with gpg signed sha256sums.txt) and have it tested, with test results emailed to them.

An idea would be to list in file ~/public_html/builds/need-tests.txt the builds that should be tested.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
