Make test_oonicli.py run against a *local* oonib.
The integration tests in test_oonicli.py run against a test helper run by Ooni on http://64.9.225.221. This test should be modified to be run against a local ooni backend, so that it is more reproducible, and actually serves as a test for the backend.
