Threat Model: Add "Collateral Infrastructural Damage" Category to Threat Taxonomy

Issues such as #133 (moved) represent a risk not currently captured by the Threat Taxonomy so we need a new category, probably under "Resource Abuse". The category "Resource Abuse" should be renamed to "Resource Risks" to generalize it to encompass unintentional problems.
Also, the Leveraged Attacks under Resource Risks (was: Resource Abuse) in the Threat Taxonomy has a FIXME comment about unintentional DOS.
