Post process the data collected by the bridge DB collector

This is related to #12545 (moved) and it involves producing a .csv file that contains:

bridge_address, blocked|offline|ok, timestamp, country.

This means processing the data from the probes and the data from the control system.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
