Increase rotation period of guard nodes

We are supposed to increase the rotation period of guard nodes from 2-3 months to 9-10 months, as per proposal 236. This is the ticket about this task.

This also should be deployed hand in hand with #9321 (moved), otherwise young guards will experience a big drop of clients.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
