Specify bridge reachability test

The specification for the bridge reachability test is out of date ( https://gitweb.torproject.org/ooni/spec.git/blob/HEAD:/test-specs/ts-001-bridget.md).

It should be updated to reflect the new data format and test behaviour.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
