[patch] Activate off-by-default features under clang analyzer as well as coverity
or.h contains preproceeor defines that activates INSTRUMENT_DOWNLOADS under coverity. This patch activates it under clang analyzer as well.
It should work on any version since the coverity change was instroduced, but I applied it to: tor 0.2.6.?-alpha git 64f65f23594f4ae9c0afae62c5567a51848a7bd5
