Regression test about Hidden Service time synchronization

People in IRC yesterday were wondering what causes HS circuits to fail if the clocks of both parties are not synchronized. Apparently HS circuits should work even with desynchronized clocks these days.

There was disagreement about that, and Roger suggested writing a regression test to make sure that if HSes don't need time synchronization right now they will keep on working without it in the future too.

This falls under the larger SponsorR framework of being able to more easily benchmark and test Hidden Services.

To upload designs, you'll need to enable LFS and have admin enable hashed storage. More information
