Remove 0.2.3 relays from the network

We're deprecating 0.2.3.x, and sooner or later it will be time to stop accepting relays running 0.2.3 on the network.

Before we do this, we should contact as many operators running 0.2.3 as possible, and urge them to upgrade

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
