Write script that copies reports into the raw directory from machines that don't have Tor working

There needs to be a script that places the raw reports into the /data/raw directory from boxes where it is possible that tor may not be working.

Since ooniprobe will store a report on the filesystem of the operators machine by default, even if it successfully wrote it via tor to the collector, you need to check to make sure the report has not already been imported.

Checks should be made to see if the report on the remote machine is already inside of the database and in the /data/public directory.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
