Update Documentation and Shell Scripts
If TorCtl is checked out as a submodule like the documentation says, its location is not accurate in the BwAuthority Python script.

The latest release of SQLAlchemy in the 0.7.x line is .10 and if you follow the documentation it is not located at place run_scan.sh expects.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
