Log Tor version if you ask for bug reports in the log

If you say:

(...)Please report the following error message to the Tor developers(...)

it would be good to not just print what the user should report, but in addition at least the Tor version.

There might be other information you could include, but I am unsure if they are required or if they just create overhead.

The reason I suggest this are the duplicates of #7164 (moved), in which developers ask which version the reporter runs.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
