Add option for ExitNodes / StrictNodes

Torbutton should have a dropdown in the preferences to select a country. This should make the user user able to restrict the exit nodes to a specific country.

The default value would be "do not restrict", but as soon as he selects a country, it would cause to change the "ExitNodes {xx}" and "StrictNodes 1" configuration entries to the selected value and ask for a new identity.

I used Torbutton 1.7.0.1 and TorBrowser 4.0.2
