Support QRCode bridge entry and sharing in Tor Launcher

Now that bridges.torproject.org supports QRCodes, it would be nice to be able to scan a QRCode using the WebRTC APIs. We could also allow users to export their current bridge settings as a QRCode that could be displayed on-screen for bridge sharing, such that nearby users can point their webcams at their friend's screen and scan the code.

This likely is blocked on #14836 (moved) though.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
