WinXP: Tor complains when user's not an admin

Hi,

I'm using Tor 0.0.9.9 on Windows XP Home SP2.

If I'm logged in with full administrator rights, everything works fine.

If I'm logged in as a member of the group "guests", Tor complains on startup:

May 31 16:39:29.012 [err] crypto_seed_rng(): Can't get CryptoAPI provider [2], error code: 5

Tor continues working, but I wonder if this is a bug or not?
