Add make rule for verifying changes files format

There is a maintenance script for verifying the format of changes files. Wouldn't it be a good idea to integrate it in the build configuration so developers can easily verify their changes files? This would improve the quality of the changes files, leading to less work when building the changelog.

I already got a patch ready but i am wondering if anyone is interested in this feature.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
