Add a test for the SVG disable preference
We need a test to check that the preference to disable SVG introduced in #12827 (moved) is working.
mcs posted on ticket #12827 (moved) an html page that has various scenarios for loading SVG content.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
