Refuse INTRODUCE1 cell if circuit was created with CREATE_FAST
This is to (maybe) mitigate #15463 (moved) following #15515 (moved).
If tor2web is using CREATE_FAST for its 1-hop intro circuit, it shouldn't and we should fix that in the process.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
