Update design doc for TBB 4.5
We need to update the Tor Browser design doc to cover the changes in TBB 4.5 since 4.5-alpha-1.
Once this is done, we should send the link to Nick Doty along with some suggestions for https://w3c.github.io/fingerprinting-guidance/
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
