Update user-facing documentation for Tor Browser 4.5

We should not only update out design document for Tor Browser 4.5 (#15580 (moved)) but user-facing documentation as well (the new launcher for Linux comes to mind as one example).

To upload designs, you'll need to enable LFS and have admin enable hashed storage. More information
